Yes, all attendees must be ticketed to attend DreamHack Atlanta. You need a ticket for each day you plan on participating. A 3-day visitor ticket will cover you in all cases. Children under the age of 13 are free, but must be ticketed through a Family Ticket.
There is no age limit to compete; however, some games may contain content not suitable for all ages.

Yes. You are allowed to bring and use your own peripherals, such as controllers and other input devices. However, all personal equipment must be set up and tested before any Freeplay tournament begins.
